MWH’s approach to commissioning and start-up (C&SU) is proactive and integrated into the preconstruction and construction phases. During preconstruction, the C&SU and construction team will work with each client to develop a C&SU sequence that prioritizes the operation’s needs (i.e., secondary expansion vs. tertiary) while maintaining plant operation.
We work with design teams to develop and use advanced process models to predict and quickly implement the necessary operational parameters to achieve the desired effects. While many projects are plagued by problems and delays during startup, we have found that our approach facilitates rapid, successful startup and turnover.
This project introduced new technology to our facility and having a dedicated commissioning and startup manager help our team train and operate the system was critical to our success. They had a well-thought-out plan that started during preconstruction and was fully executed during construction. This startup was extremely complex, and MWH exceeded our expectations.
A dedicated C&SU Lead, and his/her team, develop a proven strategy tailored to each project’s individual needs and an approach for managing the C&SU process starting in preconstruction: To ensure the City’s operations team is trained and confident in the new systems and infrastructure, they will be integrated with the C&SU Team. The lessons learned through hands-on troubleshooting will prepare the operations staff to operate the enhanced facility. Operations should witness and participate in certification of proper installation (COPI) of equipment, functional testing, system startup, and acceptance testing whenever possible.
A successful transition from design to construction to commissioning and, ultimately, operations require a rigorous and systematic approach to planning. MWH fulfills the need for a centralized, integrated commissioning and start-up team to keep your plant operational during construction.
Everyone in the City, including myself and upper management, are very pleased with the success of this project. We’re meeting the permit requirements and we’ve had minimal impact on City airport operations; we have a glowing safety record, no lost time accidents; and we’ve been able to maintain continuous operations of our existing treatment plant.
